Resolution of the Government

Resolution of the Government of Russian Federation on August 26, 1996 N 1010 

In order to implement the federal target program «My House» and attract extra-budgetary funding for the people of long-term mortgage loans at improving the living conditions of the Government of the Russian Federation decides:

1. To agree with the proposal of the Ministry of Finance of the Russian Federation, supported by the Ministry of Economy of the Russian Federation, the Russian Federation Ministry of Construction, the Central Bank of Russian Federation, the Ministry of Justice of the Russian Federation and the Russian Federation State Committee for the Securities Market, the establishment of an open joint stock company «Agency for mortgage loan» preserving the state controlling stake.
   National Fund for housing reform to speak on behalf of the State joint-stock company founder said.
2. The Ministry of Finance of the Russian Federation to allocate 450 billion rubles in the overall level of public investment envisaged in the federal budget for 1996, to make as a proportion of the state in the charter capital of an open joint stock company «Agency for mortgage loan».
3. To approve the initial composition of the supervisory board of an open joint stock company «Agency for mortgage loan» under Annex.
   Implementation of these parties functions members of the supervisory board made on a grant basis.
4. Supervisory Board of an open joint stock company «Agency for mortgage loan» to provide training in agreement with the Ministry of Finance of the Russian Federation, the Ministry of Economy of the Russian Federation, the Russian Federation Ministry of Construction, the Central Bank of Russian Federation and the Russian Federation State Committee for the Securities Market and approval in the prescribed manner founding documents of this joint stock company.
